| 内容記述 | In China the environmental problems became more serious in the early 1980s. Its cause can be found in that Chinese population broke a billion and "Open and Reform Policy", which was adopted in the Central Committee's Third Plenum of the Eleventh Party Congress in December 1978,promoted industrialization while it also brought forth "mass consumption and "mass waste". The worst three problems of Chinese environmental pollution are atmospherie pollution, water pollution and soild waste pollution ; in addition soil pollution, forest demolition, desertification, acid rain and "white pollution" become serious. The Chinese Government adopted "the Environmental Protection (Trial) law" in September 1979 and started to be engaged in the improvement of the environmental problems. But for thier drastic solution a huge budget and a high technique and wide experiences are required. There remain many problems that cannot be solved by Chinese efforts only. Then the introduction of a foreign aid is required. For Japan, China is the biggest recipient country being granted birateral ODA. Above all the aid for the environmental problems becomes to be the most important sphere from the middle of 1990s. But, there are problems in the form of the aid in Japan. And there are also an administrative problem and antagonism between the Central Government and the local governments in China. The purpose of this paper is the analysis of the basic structure of Japanese environmental cooperation for China and the problems of Chinese system to accept a foreign aid. | |||||||||||
