内容記述 | The Commonwealth is a voluntary association of 54 independent states (at the beginning of 1998). It includes 19 African states, which are mostly British former dependencies. In 1991,the Commonwealth Heads of Government Meeting was held in Harare, Zimbabwe, and the Harare Commonwealth Declaration was adopted. In the Declaration, heads of government reaffirmed their commitment to the Commonwealth Principles declared in 1971,placed emphasis on the promotion of democracy and respect for human rights in its member states, and resolved to strengthen the Commonwealth's capacity to assist countries in entrenching democratic practices. In 1995,Commonwealth heads of government, meeting in New Zealand, issued the Millbrook Commonwealth Action Programme on the Harare Declaration, for promoting adherence by member states to democracy and human rights, which are the fundamental principles proclaimed in the Harare Declaration. In December 1995,the Commonwealth Ministerial Action Group on the Harare Declaration (CMAG), which had been mandated under the Millbrook Action Programme, convened for the first meeting in London and began to consider efforts to restore democracy in three African countries under military regimes, i.e. the Gambia, Nigeria, and Sierra Leone. The aim of this article is to examine the Commonwealth's commitment to the promotion of democratisation in Africa in the 1990s, focusing on the Harare Declaration, the Millbrook Action Programme, and the CMAG. | |||||||||||
