| 内容記述 | This paper analyzes peaceful means of international dispute settlement in general international law, such as negotiation, enquiry (inquiry, fact-finding, investigation) mediation (good-offices), conciliation. Six points are concluded in comparing these peace- ful means in general international law with peaceful settlement by the United Nations (UN). 1) Peaceful settlement by the UN is not alternative to peaceful means in general international law. These measures can be synchronously pursued. 2) The UN organs of dispute settlement can carry its task permanently and independently. 3) Peaceful settlement by the UN is more systematic than that in general international law. 4) The UN can use coercive measures .with peaceful measures. 5) Peaceful settlement by the UN is more effective than that of general international law. 6) Peaceful measures by the UN have politically authoritative effect. | |||||||||||
