As a result of the strong nonlinear interaction of winds and waves, wind waves maintain dynamic stability, carrying out self-regulation, repeating generation and collapse of order organization structure intermittently. It is considered to be the same mechanism as the homeochaos which maintains dynamic stability, repeating the chaotic itinerancy in the complexity system. Its self-regulation action is considered to specify the space scale and time scale in which wind waves dominate. Furthermore, wave groups are formed as a sequence of each wave. In the inside of wave groups, the energy re-distribution of component waves takes place by the nonlinear energy transfer of component waves.
